This line seems like Satan is rationalizing his plan to go against God.  He states that whether he is punished in Hell or forgiven in Heaven, he will still have Hell within him, so he might as well seek revenge.  By doing so, though he will certainly be punished, he will at least have caused God pain, thus he would suffer in a state of some satisfaction.  This rationalization is another indication that he is debased and without the faculties of reason.  The idea of Satan carrying his sins with him wherever he goes falls into line with the Puritan belief of the predestination of the soul.
