Here Satan is basically stating that he has decided that it is best to go against God again and rule over Hell, since to go against God ensures that that is where he will stay.  Commas on either side offset the phrase ěin my choiceî; perhaps to enforce the idea that it is Satan and not all of the fallen angels together making this decision.  It was he in the first place who rose up against God, and because of his pride all the other fallen angels suffer.  They did have the choice whether to stand or fall, but much like Adam and Eve, ultimately Satanís honeyed tongue won them over and they fell.  Now, once again Satan is making the choice for them to go against God, the result of which will be punishment and condemnation for eternity alongside Satan
