This assertion by Satan about his mind is a statement on free will.  He is implying a separation of mind and body, thus because the mind is its own place, it can be unaffected by what happens to the body.  It is interesting to note that Satan does not mention his soul as being free from God, only his mind.  This indicates his debasement, as he seems to have forsaken his soul altogether by condemning it to Hell through his actions and words.
