Satan has ultimately rejected this love, and along with that he alternately curses that love and himself. God is the one who created Satan with his love, and with that gave Satan his free will to decide on his own. Satan has just been reminded of the former glory of Heaven, and with that reminder also came the "love" that was once present as well. "Free love" equals grace from God, grace that Satan once cherished but now looks down upon.
"Heav'n's free love" is infinite and divine. It is easy to see why Satan could have a moment of repentance where he misses the former bliss of Heaven, but it is somewhat of a mystery as to why he would chose to continue living in the hell he is living in now just to suffice his own pride, instead of returning to the graceful Heaven. One might argue that Satan may foresee his own fall again upon returning to Heaven, and to spare himself any added misery, he decides to stay where he is, knowing that this may have been his destiny after all.
