Much of that statement seems falsified since Satan is remorseful about going against God and missing the glory he once was in.  The only Heaven Satan is going to be in now, is his own idea of Heaven where ambition and all other flaws take precedence over whatís right.  In this Heaven Satan has power, which he uses for evil.

Everyone has different interpretations of what true Heaven means to them.  For Satan, his true heaven is no longer glory and blissfulness, it is full of evil and sin.  Heaven is a place that reminds you of home, where you feel comfortable.  For Satan he is forced into his new found sense of Heaven by his punishment from God, and his indecision to repent to God in sake of his pride.  This Heaven may not be comfortable for Satan, but its now a place he has to get used to, unless he is willing to sacrifice the one thing keeping him away from the glory he once knew and and in someway still misses.

Frye states, Hell, "is in summary, the seat of sterile power, totally divorced from love; it is on the bond of hate, the repudiation of harmonious life, the impossible exaltation of the self-defied self, and the condition of finding joy only in destruction.  It is the attempt to have 'heaven' without God, and the repudiation of divine love without which all personal integrity becomes fragment and decay.  It is, above all, Satan's free gift to man."  (Pg. 41, God, Man, and Satan)
