With the serpent meeting Fooled and beguiled by him
Adam is taunting Eve for being so idiotic and foolish for ever trusting a strange creature, a serpent, no less. Like before Eve was fooled, but it wasn’t as if it was a heavenly creature that deceived her, Eve should have known better. The “by him” in this line means Satan in disguise as the serpent. Adam was fooled by Eve just as the serpent fooled Eve.
