What Adam is saying in this phrase is that as a rib by nature is crooked, so is Eve by nature.  Adam mean everything in Eve, her mind, body and especially her soul is sinful (crooked) by nature, with the exception of of the part that came from him, when she was created by God, i.e. the rib.  The question is, is Adam condemning God for creating Eve errant?  Yes and no.  If Adam is accusing God of creating Eve sinful, then God would hold some responsibility for the downfall of man.  I mean that if Eve has evil in her because of God, then when she ate the forbidden fruit and gave it also to Adam, in a way that was God's doing.  It could also be seen in a different light.  Adam is not condemning God for creating Eve sinful, he is condemning himself.  Eve was made from a part of him, so then it is Adam's fault that she has sin in her.  Adam hasn't wanted to see in himself what was there the whole time, a dark side.
