The Pharaoh is used to metaphor the impious angels that fell from heaven.  The Pharaoh was impious and was punished by Moses with a plague of locusts. The impious Pharaoh foreshadows Satan and his assembly of fallen angels. The idea of a Pharaoh implies power and control over a group, which Satan exercises as he calls his army forth.  Satan's impiety in heaven is foreshadowed by the Pharaoh who won't obey God's word.  Moses is sent to punish the Pharaoh.  Satan is compared to the Pharaoh and to Moses because of the implications each one represents.  The impious Pharaoh allows his realm to be destroyed.  The destruction of Egypt is comparable to the dark and impious scene taking place in hell.  Milton compares Satan to the Pharaoh in order to imply the impiety of the Pharaoh foreshadows Satan's impiety, and the destruction that is allowed to take place is comparable to the scene in hell.
