Tow’rs of Heav’n are filled with armed watch

Belial is telling the fallen angels that Heaven is guarded at all times by an army of God’s angels. These angels are prepared to take on the invaders and are the same angels that defeated the fallen angels before. Belial is trying to dissuade his audience from agreeing with Moloch’s battle plan.
