Milton uses the word impregnable to demonstrate the strength of the towers of Heaven. Actually, the gates of Heaven can physically be entered. Here Milton writes that the access is impregnable because these fallen angels have no way of gaining the right of entry into heaven – even if they use force. He is implying that Heaven is as strong as a fortress – always able to resist attack.
