ominous conjecture

In using this phrase, Belial is talking about Moloch’s plan. He is implying that Moloch’s plan is based upon faulty reasoning and will result in further disaster.  Belial uses the word conjecture because Moloch has no way of knowing that God will not seek revenge upon them.  He uses the word ominous to mean doomed.
