Belial is referring here to God’s angels who will be prepared for any attack and will therefore mock any attempt of the fallen angels to launch an attack. While reading Belial’s speech, keep in mind that he is a fallen angel. His counsel is probably less accurate than it seems and motivated mostly by the evil desire to have the other fallen ones accept his plan rather than Moloch’s.
