I should be much for open war

At this point in the play, Satan had called a council to order. He has gathered with the fallen angels to decide what actions they should take against God and his angels. Moloch is the first of the fallen angels to speak, followed by Belial. This link is the first line in Belial’s speech. By beginning this way, he is trying to tell the other fallen angels that he would be in favor of Moloch’s plan, however, he fears the consequences that they will suffer at the hands of God. Belial fears that God will put the fallen angels in a worse state and dreads the thought of what is worse than the current state of the fallen angels.

When Moloch spoke he suggested launching an open war on God. By open war, this angel is referring to an invasion of heaven, where the fallen angels will attack God and his remaining angels. He doesn’t realize that this would be a futile contest, but Belial hints towards the fact that this would be an impossible feat.
