The Oxford English Dictionary defines ‘increate’ as “Not created, uncreated: said of divine beings or attributes”. This is an interesting choice of words by Milton, as it may follow reflect either meaning; first, if taken to mean 'uncreated', or un-formed, it may refer to the light's pure, pristine composition. Its source (God) is so powerful, and so good, that the light merely reflects it. If the words used to convey a sense of being 'eternal', Milton can only have been referring to God Himself. It is certainly applicable here: the Light Milton has evoked, and God Himself, are both divine entities.
