This line reveals, with no uncertainty, the power of God; implicit in the line is the inevitability of Satan's fall. Whereas God created all from where once was a void of nothingness, Satan's power is not so strong; this rebel angel simply cannot defeat the Heavenly Kingdom in open warfare, an idea he briefly considers, or ever hope to dethrone God. As a result, he puts into effect his plan to corrupt Adam and Eve (and so bring about the downfall of God's beloved creation, Man). This is in line with Book 3's introduction of Jesus Christ, and his declaration of his willingness to suffer so than Man might yet be redeemed. Ultimately, it is the side of good that will prevail- as all pertaining to it stems from God, this is inevitable. While God is the Creator of all, as the line in question states, Satan cannot establish his own kingdom, or truly create anything anew- he is doomed from the moment he is Fallen.
