Satan has decided that he will be an advocate for evil.  God is on the side of goodness, and Satan shall be on the side of wickedness.  Satan knows that people will sin, and that not all people will be pure enough to stay in God’s graces.  Therefore he has decided that he will rule over the people who are wicked and spiteful.
