HEAVEN is the reminder of his punishment and wakes him from his momentary reverie. It serves to remind him of what he gave up to sate his own lust for power. HEAVEN still exists, whether he is there to enjoy its pleasures or not, as does EDEN, whose pleasures exclude him.  God made Eden in the image of Heaven, just as he made man in his own image.  When Satan sees Eden, it instantly reminds him of Heaven and he envies Adam and Eve because they can enjoy the pleasures of the garden and of one another.  In a way, Eden is almost better in his eyes than Heaven, because there is the element of sexuality that didn't exist in Heaven, as far as the text shows.
