Satan knows that God knows that there is too much evil within Satan for it to be possible for him to be forgiven.  Satan understands that even if he were to beg for forgiveness, God knows that Satan wouldn’t genuinely wish to be forgiven.  God is as far from granting forgiveness to Satan as Satan is from begging God to grant him peace.  Neither one is going to happen, and this is what Satan is trying to say in these lines.

In a way Satan is again blaming God for the events that have taken place.  Satan originally blames god in Book 4:58-61.  Satan states that had God made him an angel with less power than he was given, everything would have been fine because Satan would never have become power hungry.  Now Satan is blaming God for his inability to repent for his sins.  In knowing that God would never accept an apology given by Satan, Satan is unwilling to try to repent
