"Meridian tow’r" means noontime, when the sun is at its highest. This is also a popular time for people to nap, and Satan has the advantage of being able to catch Adam and Eve off guard. The tower could also stand as an example of the sun as a warden, towering above Satan, the witness to his deeds. The words "sat HIGH" recall Satan’s fall from his lofty position; now he is looked down upon by the heavens. The sun has taken his place in the sky with the angels. The word TOWER hints at more war imagery, or at something taken prisoner. The sun can watch what happens to Adam and Eve, like a captive in a tower, but cannot affect what happens, because it is bound to the sky.
