Satan and Hell are connected and he is bound to it, like a felon by his chains. Hell is a part of HIMSELF and he cannot escape from himself. This is his greatest tragedy, that his own nature always gets the best of him. Also, this relates how Satan can never die. He can never die and know the release of going to Heaven. Hell is the worst kind of torment for Satan, because it is not only a physical realm, where he is forced to exist, but it is a state of his consciousness as well.  His mind is twisted and bent like Hell and all of his thoughts trouble and confuse him.  He is cursed not only with the trait of evil, but also the knowledge of his own evil, and the knowledge of conscience.  He constantly struggles between the parts of his own mind that are evil and the bits of angel that remain buried within him.  Hell, with its garishness and debauchery, would be acceptable for someone who is completely evil, but Satan still retains some of his holier sensibilities and is perturbed by the sight of Hell and of himself, whom he cannot escape.
