This line is important because of the use of the word could.  Satan doubts the forgiving nature of God.  He feels that God wouldn’t allow him to apologize.  Satan believes himself to be too evil for forgiveness.  This shows Satan’s immense pride.  Satan believes that if he were to repent, he would not be forgiven because he is beyond the grace of God.
