Even though Satan is sorrowful about losing his place among God's angels in Heaven, he is not repentant enough to allow his remorse to change the situation that he is currently in.  Satan is not genuinely sorry for any of the actions that he has taken, therefore true remorse can not grow inside of him.  His remorse is merely on the surface.
