This refers to the constant misery of Satan’s situation, and of the evil that will begin in the garden that will curse Adam and all of his offspring, bringing WORSE SUFFERINGS than before. It relates to all who suffer because of Satan and his cursed nature, including himself. This could be offered as an explanation to all of the evil that occurs in the world, all of the slaughters, wars, and trespasses that man commits from the moment of his first temptation till the present. Satan is planting a "seed" of evil in the garden that will perpetuate itself for all of time. Once the gates of Hell are opened, they can never be closed, and Sin and Death are unleashed on the world. Milton’s repetion of the word WORSE in the line emphasizes the direness of the situation, and how evil will pile upon itself, ever increasing. The word MUST used in conjunction with WORSE, shows how there is an element of fate in all that occurs, and that there is a reason or purpose to the sufferings that ensue. All of this needs to happen so that Christ can save the world.
