Milton is very deliberate here in implying that the angels will think that Satan has invented something that is as powerful as the hand of God or the hand of Zeus, the king of the gods. Milton is doing this to show the intimidation factor that the angels will feel. If Satan can bring the morale of the angels down before the battle even begins than half the battle is already won for Satan’s side.
