The tempter here is Satan. He is enticing Eve to commit a sinful act. The tempter takes on the appearance of a serpent. This is significant because serpents are slimy creatures that slither around all day looking for prey. Satan is able to do what he wants here, because God gave him free will. God talks about Satan as a tempter, and how he must choose his own path. If Satan chooses to enthrall himself, he will no longer have his free will.
