Endued means to provide. But who is providing the beast with language? It's supposed to be God. A creature's characteristics come from how God created them to act, and look like. Satan is responsible for the serpent's speech. It is not just Satan, but evil and sin also. The point of this speech is to try to break Eve. Here the beast is not supposed to be provided with the sound of human speech. Satan is doing all the providing by taking on the appearance of the serpent.
