Clearly defines the problem
(or opportunity) -- state in terms of how it will benefit the
public " You want to explain, for example, how the public
is impacted by the inability of justice agencies to easily share
information..." Find several true stories that illustrate
the problem and its consequences for real people. Draw on
the process maps from your analysis to show how and why the problem
occurs.
Mission or vision
"This vision of the
future can be described by answering the question, 'How will things
be different when this problem is solved?'"
Specific objectives
Avoid generalities such
as "improved public safety."
